In 2003, the Public Prosecution Service moved into a former tax office in Arnhem. According to the percentage scheme, a new occupant of a government building is entitled to purchase art for the premises. The art committee of the Palace of Justice, together with Kie Ellens, art advisor to the Chief Government Architect, chose a work by Sam Durant consisting of three light boxes with texts.
